Robert A. McNeil, a Vietnam era Marine veteran with 35 years of experience as an accountant who has audited multi-billion dollar corporations, is the founder of the American Citizen Party in Houston, Texasand plans to go national as he builds his candidacy for President of the United States in the 2016 Election.  
McNeil, who describes himself as “an ordinary man living an extraordinary life,” plans to bring unprecedented liberty and prosperity to the country by, as President, issuing a blanket pardon to all American citizens who choose not to file their income tax returns. He contends that this pardon, which would effectively end the IRS, is entirely within the constitutional purview of the office of the chief executive.  
McNeil, who also opposes a national sales tax or a flat tax, calls for a return to theconstitutional system of national taxation that functioned efficiently before the 1913 passage of the 16th Amendment which instituted the income tax, a system that McNeil argues would lead to the exact amount of tax revenue necessary to support a Federal Government functioning within the enumerated powers listed in Article I Section 8 of the U.S. Constitution. That system involves indirect taxes (user taxes on certain commodities and tariffs on imports) and direct taxes (which are collected from the States according to the "rule of apportionment").
McNeil represents positions that reflect the general direction of the nation, the society and the economy. “Our nation and society is moving away from the failed, progressive big government programs of the past,” maintains McNeil. There has been a natural and organic process at play, one that is becoming more discernible as the years proceed and that is a trend toward localism, self-sufficiency, and local solutions to issues such as health-care, welfare and education. 
As America moves away from big, socialistic government, it will become more apparent in the near future that such national behemoths as the IRS, the Federal Reserve, Social Security, Medicare, Obamacare, national education and huge corporations underwritten by taxpayers are wasteful anachronisms that erode our individual rights and freedoms.

I am:
A professional business consultant with an accounting degree and 35 years of experience auditing multi-billion dollar corporations, here in the United States, and in a number of countries around the world.
  • A veteran of the U.S. Marine Corps from 1968 through 1974.
  • A father of two daughters.
  • A grandfather of three beautiful children.
  • A trusted friend to many.
I have been disillusioned with our two-party political system for quite a while now, but, rather than complain about it, I decided to do something about it.
So, using a lifetime of experience, plus the analytical skills I have acquired during my career as a professional auditor, I set out to write a plan that would spark the “21st Century American Revolution”.
Knowing the dangers of that exercise from the people in power, and to ensure its success, I established the following criteria for the plan:
  • It must be constitutional;
  • It must be peaceful;
  • It must transcend race, religion, age, gender, political affiliation, economic status, and all other things that the politicians use to divide us as a nation, and;
  • It must restore liberty and prosperity to ALL American citizens.
In 2008, after one year of research and writing, I emerged with the plan.  I formed the American Citizen Party in 2009 to serve as the platform from which to implement it, and have talked to hundreds of thousands of Americans about it in person, on the radio, and in my blogs since then.
Now, it is time to go nationwide in order to build momentum for the 2014 election and my 2016 Presidential run.
