Morse’s study of this topic has led him to offer the following solution to a modern dilemma; he states:
Abraham Lincoln was a greater President than is conventionally known as he not only freed the slaves and saved the Union, but he also funded the Civil War with debt-free Greenbacks. 
Lincoln realized that he didn’t have to borrow the money from the private bankers, who were asking exorbitant rates of interest at the time, but instead he could simply ask Congress to issue the money directly from the Treasury interest free and backed by the full faith and credit of the United States. 
Lincoln understood that the US Constitution granted Congress the authority to create money and regulate its value by determining how much money would be issued. 
The Constitution states: 
The Congress shall have Power To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
It is time for President Barack Obama, in the tradition of Lincoln, to bail out Detroit—after the completion of bankruptcy proceedings and after settlement figures have been determined by the court and assets have been distributed—by asking Congress to issue debt-free Greenbacks, or United States Notes.
By this means, the public employees of Detroit will retrieve a portion of their pensions, and the Federal Government will be able to pay for this without adding to the Federal Debt.
This debt-free bailout would be a first step toward eventually converting the American dollar into a debt-free instrument that would preserve its value for future generations; a dollar that would be impervious to the manipulations of the private creators of America’s money.
