Texas businessman and American Citizen Party 2016 Presidential candidate Bob McNeil is alerting the public to the un-Constitutional nature of Department of Housing and Urban Development (HUD) regulations that allow the government to map the race and ethnicity of neighborhoods across the country.  

The new regulation, called "Affirmatively Furthering Fair Housing," would permit HUD to gather such data in a process called “mapping.” The agency would then assume vaguely defined powers to change the racial and ethnic makeup of neighborhoods if any neighborhood is deemed to be not sufficiently “diverse.”

“This is an example of the Federal Government unlawfully intervening in a state or local matter,” notes McNeil.  Some municipal officials are expressing concerns over potential lawsuits that might be brought against them by the Federal Government if a community fails to match new federal equations of what they deem to be a proper racial and ethnic mix.

Once again, the Federal Government is setting up another data-base to gather information about the race and ethnic background of 
the citizen—this coming on top of the new data-base on the health record of the citizen mandated by Obamacare. The data would be used along with zoning laws, housing-finance policy, infrastructure planning and transportation to go after neighborhoods determined to be segregated and, therefore, discriminating.  

McNeil contends that the race or ethnicity of the citizen is no more the business of the Federal Government than is the citizen’s health or income. “This smacks of policies that have been enacted in Communist countries where the government decides where their citizens live and in which the government moves people around to suit some agenda like they were pieces of cordwood,” says McNeil.

“Stalin did this in the Ukraine when he sought to de-populate the villages, and Pol Pot did it in Cambodia when he de-populated the cities,” notes McNeil.

“The government has no business telling people where they can and cannot live—this is un-Constitutional, period,” declares McNeil.

In 2008, after one year of research and writing, I emerged with the plan.  I formed the American Citizen Party in 2009 to serve as the platform from which to implement it, and have talked to millions of Americans about it in person, on the radio and in my blogs since then.
Now, it is time to go nationwide in order to build momentum for the 2014 election and my 2016 Presidential run.
