A Brief History of IRS Corruption   
Texas businessman and American Citizen Party 2016 Presidential candidate Bob McNeil notes the inherent corruption associated with the power to tax. McNeil, if elected president in 2016, will use the Article II Section 2 constitutional power of the executive and issue a national pardon (reference McNeil’s Proclamation of Freedom 2017) to all Americans for not filing income taxes. McNeil will replace our 100 year-old, corrupt, progressive income tax system with “indirect” taxes, duties, imposts and excises, as authorized in Article 1 Section 8, and “direct” taxes, apportioned according to the census, as authorized in Article 1 Section 9.  
McNeil notes that the history of the IRS demonstrates that government officials will be tempted to use such awesome power against their enemies and in support of their friends.  
 David Burnham wrote in his masterful 1990 book, A Law Unto Itself: The IRS and the Abuse of Power, “In almost every administration since the IRS’s inception, the information and power of the tax agency have been mobilized for explicitly political purposes.”  Writing for the liberal blog Counterpunchauthor James Bovard writes, “In 1925, Internal Revenue Commissioner David Blair personally delivered a demand for $10 million in back taxes to Michigan’s Republican Senator James Couzens—who had launched an investigation of the Bureau of Internal Revenue. Couzens fought the case, and eventually proved that he had actually overpaid his taxes by roughly one million dollars.”
“This attack against a political opponent nevertheless struck fear in the hearts of free American citizens who witnessed a chilling demonstration of what might happen if one dissented from the policies of this, and by implication any, government agency,” McNeil explains.  
Bovard also wrote, “President Franklin Roosevelt used the IRS to harass newspaper publishers including William Randolph Hearst and Moses Annenberg, publisher of the Philadelphia Inquirer.  FDR also dropped the IRS hammer on political rivals such as Huey Long and Father Coughlin and prominent Republicans like former Treasury Secretary Andrew Mellon.  Perhaps Roosevelt’s most pernicious tax skullduggery occurred in 1944 when he spiked an IRS audit of massive illegal campaign contributions from a government contractor to Congressman Lyndon Johnson.  FDR was LBJ’s mentor.”
President John F. Kennedy pushed the IRS to target the tax-exempt status of conservative organizations by spearheading the launch of an Ideological Organizations Audit Project targeting right-leaning groups including the Christian Anti-Communist Crusade and the American Enterprise Institute. Kennedy called for an “aggressive program” against these targets and against steel executives who opposed his “voluntary price controls.”
A 1976 Senate report noted, “By directing tax audits at individuals and groups solely because of their political beliefs, the Ideological Organizations Audit Project established a precedent for a far more elaborate program of targeting ‘dissidents.’”
President Richard Nixon created a Special Services Staff (SSS) to mastermind “all IRS activities involving ideological, militant, subversive, radical, and similar type organizations”  which targeted more than  10,000 individuals and groups between 1969 and 1973 including Nobel Laureate Linus Pauling and the John Birch Society. The IRS was also given Nixon’s enemies list, according to White House counsel John Dean, to “use the available federal machinery to screw our political enemies.”  Democratic Party contributors and left-leaning organizations were also targeted.
Nixon expanded the Intelligence Gathering and Retrieval System a computer data base that, while officially abolished, has continued in other forms under President Barack Obama.  By 1975, the IRS had stockpiled data on almost half a million persons and groups.
When Senator Joe Montoya of New Mexico announced plans in 1972 to hold hearings on IRS abuses, the agency put him on a list of tax protestors who were capable of violence against IRS agents. Subsequent leaked information from an IRS investigation of Montoya was the likely cause of his losing his congressional seat.
In 1995, President Bill Clinton and the Democratic National Committee produced a 331-page report entitled Communication Stream oConspiracy Commerce  which attacked magazines, think tanks, and other entities and individuals critical of Clinton. A noticeably large percentage of groups listed in that report were hit by IRS audits. More than 20 conservative organizations, including the Heritage Foundation and the American Spectator, and almost a dozen high-profile Clinton critics were audited.  
The Landmark Legal Foundation brief, filed in a lawsuit against them, quoted an IRS official who declared at an IRS meeting, “that documents identifying the names of members of Congress and their staffers as the source of audit requests had been, or were being, shredded–and then went on to suggest ways to disguise future requests so that they did not appear to be coming from Congressmen.” The IRS claimed at the time that it could not find 114 key files relating to possible political manipulation of audits of tax-exempt organizations.
In 1999, the Associated Press reported that “officials in the Democratic White House and members of both parties in Congress have prompted hundreds of audits of political opponents in the 1990s,” including “personal demands for audits from members of Congress.”  Audit requests from congressmen were marked “expedited” or “hot politically” and IRS officials were obliged to respond within 15 days.
After several IRS officials pleaded the fifth before Congress, after conservative groups had uncovered harassment going back to before 2010, the May 2013 Inspector General report confirmed that IRS employees had devoted far more scrutiny to nonprofit applications that used the terms “tea party” or “patriots” or that criticized government spending or federal deficits. The Inspector General report concluded: “Developing and using criteria that focuses on organization names and policy positions instead of the activities...does not promote public confidence that tax-exempt laws are being adhered to impartially.”

I have been disillusioned with our two-party political system for quite a while now, but, rather than complain about it, I decided to do something about it.
So, using a lifetime of experience, plus the analytical skills I have acquired during my career as a professional auditor, I set out to write a plan that would spark the “21st Century American Revolution”.
Knowing the dangers of that exercise from the people in power, and to ensure its success, I established the following criteria for the plan:
  • It must be constitutional;
  • It must be peaceful;
  • It must transcend race, religion, age, gender, political affiliation, economic status, and all other things that the politicians and the media  use to divide us as a nation, and;
  • It must restore liberty and prosperity to ALL American citizens.
In 2008, after one year of research and writing, I emerged with the plan.  I formed the American Citizen Party in 2009 to serve as the platform from which to implement it, and have talked to millions of Americans about it in person, on the radio and in my blogs since then.
Now, it is time to go nationwide in order to build momentum for the 2014 election and my 2016 Presidential run.
